STAFF COMPETENCY ORIENTATION

All facility personnel shall participate in an orientation program immediately after hire or role change within the facility. New employees will attend a general orientation subsequently, new and continuing facility personnel must participate in a performance based assessment process that is designed to evaluate competencies to meet the designated performance expectations as specified in the employee job descriptions.

SPECIFIC DIMENSIONS ASSESSED INCLUDE:

Critical judgment, interpersonal relationship skills and technical skills are required. The orientation will consist of classroom instruction/validation with a preceptor to assure the employee can perform at the minimum competency levels in order to provide safe and therapeutic care. Clinical competencies will be assessed by the registered nurse and or the preceptor. Documentation of the successful completion of all areas of orientation will be maintained in the employees file. Performance evaluations will be completed at the end of each probation period and annually thereafter for all facility personnel.

CONTINUED COMPETENCY

All licensed nursing personnel will complete competency requirements the mandatory continuous education curriculum required by the State of Michigan. Competency is defined as the ability to fulfill one's job duties and activities in a safe and knowledgeable manner. All facility personnel will undergo annual "skills validation" to assure continued competency with the selected skills level. These skills are consumer focused and consumer centered, based on the mental/medical challenges our population must face on a daily basis.

PERFORMANCE APPRAISAL

All employees will receive a performance appraisal at the end of each interval of the probationary periods and annually thereafter. All licensed nursing personnel will be expected to demonstrate participation in continuous education programs to maintain and update their professional skills. The yearly performance appraisal evaluation will be criteria based, reflect the job description and include performance goals for the following year.

CONTINUING EDUCATION

All facility personnel are encouraged to participate in continuous education programs to maintain clinical skills and enhance knowledge of consumer focused care delivery system. Continuous education is promoted to create a professional and knowledgeable network with peers within the facility, with peers from other facilities and from all applicable community agencies.

             SPECIALTY CERTIFICATION: CPR & FIRST AID

All licensed nursing personnel and non-licensed personnel will have BCLS-A (Heart Saver): by a certified basic life support (BLS) instructors. Instructors must be certified by the American Heart Association (AHA) or the American Red Cross (ARC). Competency must be demonstrated yearly through a written exam and skill performance as defined by the AHA. Facility personnel who are physically challenged as a result of an acute or chronic physical conditions may obtain a CPR certification for the physically challenged as designated by AHA. Facility Administrator will be responsible for assuring an adequate number of certified personnel are available at all times to provide CPR to our consumers in the event of a life threatening emergency.

SAFETY PROCEDURES

All facility personnel will attend monthly, quarterly, semi -annually and or annual reviews of the following safety programs: fire and safety, evacuation drills, infection control practices, kitchen/food safety, electrical safety and hazardous substances and medical/environmental emergencies.

PART-TIME/CONTINGENT STAFF/ VOLUNTEERS

All part-time/contingent/volunteer staff will participate in the orientation/in-service programs based on their job duties and responsibilities. Part-time/contingent staff will attend annual facility skill validation sessions.

THE STATE OF MICHIGAN APPROVED CURRICULUM

  To comply with certification Rule 330.1806(2)(3)(4) direct care staff providing resident care must be trained using either the approved curriculum, " Providing Residential Services in Community Settings: A Training Guide" or an approved alternative curriculum. The Providing Residential Services curriculum is the approved curriculum for direct care staff that work in adult foster care homes that are licensed to provide services to individuals that have a mental illness or a developmental disability.

The components of individual topics within the curriculum have evolved as standards relating to the care of adults have advanced. Due to this fact, current standards and practices applicable to direct care staff training for certified facilities must be used. For example: Providing Residential Services references the Food Guide Pyramid whereas current USDA Dietary Guidelines use MyPlate.
